Heather Mulligan
Director of Human Resources
Heather brings her passion when it comes to helping others with addiction and mental health into the work force on all levels. She has witnessed the damage that addiction and mental health caused on her family and other families on a personal level. She has devoted her professional career to caring for individuals. She has spent over 10 years in the healthcare field before switching focus to the legal field. She obtained her Associates Degree in Paralegal Studies from Brown Mackie College, graduating Cum Laude in 2008. She was a practicing paralegal for two years thereafter. She then went on to further her education at Tiffin University where she graduated with a Bachelor’s Degree in Criminal Justice Administration. This training opened the door to her work with local and regional governmental authorities and tax exempt not-for-profit agencies. She started out in the legal department for the City of Fremont, Ohio and transitioned to the Office of the Mayor for a period of time before landing in the Department of Engineering and Zoning for the City of Fremont where she spent the next 5 years of her career. The next step in her path took her to the Ohio Education Association, the largest teachers union in the state of Ohio where she served in an executive support capacity providing legal assistance, contract negotiations, and member advocacy.
In her role as the Director of Human Resources, she is able to draw upon her vast experience in different capacities to deliver competent person-based solutions to a myriad of typical and atypical organizational human resource challenges. Working on the governmental and non-profit levels has given her an advantage bringing knowledge of procedures and policies and deciphering new employer requirements.
